At its session held on November 21, 2018, the Croatian Parliament has elected Mr. Zoran Pičuljan, PhD for the new Information Commissioner.
Zoran Pičuljan, PhD graduated from the Faculty of Law of the University of Zagreb in 1983, where he completed his M.Sc. in 2005 and PhD in 2012. He has performed a number of duties in the State Administration and Diplomacy: Counselor of the Deputy Prime Minister for Legal Affairs (1992-1993); Assistant Minister of Foreign Affairs for Consular Affairs, International Law and Croatian Diaspora (1993-1994); Secretary of the Ministry of Foreign Affairs and Ambassador to the Ministry (1994 – 1998); Extraordinary and Plenipotentiary Ambassador of the Republic of Croatia to the Czech Republic (1998-2002); Ambassador to the Ministry and Head of the Department for Diplomatic Education of the Diplomatic Academy of the Ministry of Foreign Affairs and European Integration (2003-2005); Deputy State Secretary at the Central State Administrative Office (2005-2008); State Secretary at the Ministry of Justice (2008 – 2011); Deputy Minister of Administration (2012-2016). From 2016 to 2018 he has been working at the Baltazar Zaprešić Polytechnic, where he holds a specialist degree program in Public Sector Management. He is a longtime lecturer at Consular Law at the Faculty of Law in Zagreb, a permanent lecturer at the Diplomatic Academy and guest lecturer at numerous higher education institutions.
He has participated in the drafting and adoption of the Law on the Prevention of Conflicts of Interest, the Ombudsman Act, the Law on Access to Information and a number of regulations in the area of education, higher education, scientific research, foreign affairs, administration and civil rights. He has published four books in the area of law (fifth in preparation for the press) and three books in the area of promotion of Croatian culture, thirty scientific and professional papers in the field of administrative law and administration, civil law and diplomatic and consular law.
He is a member of the Scientific Council for Peace and Human Rights, the Scientific Council for State Administration, Justice and Rule of Law of the Croatian Academy of Science and Art, and the President of the Foundation Foundation of the Foundation Dr. sc. Jadranko Crnić. He is also a member of the Croatian Heritage Foundation, Institute of Public Administration, the Academy of Legal Sciences and the Croatian Diplomatic Club.
